Defining “student success” is one of the biggest moving targets out there. Most policymakers focus on quantifiable data such as grade point averages and standardized tests, but those only provide part of the picture, especially at the elementary level. The old adage “It takes a village to raise a child” is true. It has been found that when parents, educators, and school administrators band together, students achieve more. Researchers have also found that the most successful schools are filled with teachers and school administrators passionate about creating a safe, focused, and academically rigorous environment.


It’s clear that the more that students are surrounded by people who value learning, the more motivated they are to succeed. Student success comes from giving children the tools to be confident learners and surrounding them with a community committed to helping them learn. We want our elementary school students to head into middle school curious and skilled at thinking, and able to see the world from different perspectives. ( Use this but change it up a bit)


Successful development strategies in small towns will typically include the following elements: 1) Developing strong and diverse community leadership that is inclusive, collaborative, and connected; 2) Identifying local assets and creating and carrying out a strategic plan based upon these assets, and 3) Joining with other jurisdictions to maximize economic resources.  ( use this but change it up)

This new leadership model recognizes that leadership is not confined to a few elected officials and business leaders.  Rather, successful leadership requires mobilizing the knowledge, talents, and perspectives of every segment of the community.  Successful communities tend to be full of leaders.

Strategic Planning

There is an old saying that goes, “If you don’t know where you’re going, any road will take you there.”  Citizen leaders and stakeholders in high-achieving communities know where they are going. They understand that an era of rapid social, cultural, and technological change requires a proactive approach to addressing current and future problems.  They engage in a strategic planning process to identify what makes their place special and to decide how to cultivate and promote their unique assets – e.g., a river, a lake, a mountain, or a unique history. The result of this process is a strategic plan that identifies community priorities and outlines specific strategies to make best use of available assets and to address local challenges. It becomes a road map for the future and a benchmark for community progress.

The benefits of strategic planning are not limited to the final product.  In fact, one of the most beneficial aspects of strategic planning is the process itself.  A successful strategic planning process brings together a diverse group of stakeholders, who address basic questions for the community:  “Where are we now?” “Where do we want to go?” and “How do we get there?” There are few other occasions when representatives from throughout the community come together for an extended period of time to discuss shared hopes, dreams, knowledge, perspectives, ideas, and concerns.  Broad-based strategic planning is a ‘mega-crossroad” and one of the best tools available for building and strengthening community connections.




Julianna's approach to infrastructure has been developed through her knowledge of the existing community financials. In Julianna’s career, she has held various senior-level positions and enhanced her skills in Marketing, Finance, Building projects, Event planning and IT infrastructure. She has held an exemplary track record of increasing executive productivity in the healthcare & finance industry. She has assisted in streamlining systems at Blue Cross Blue Shield, obtaining investors for biotech firms in genomic testing, and acquisitions in the private equity sector.  She understands the potential growth for the North Bay Village as a community. Julianna will create a stronger foundation for our community ensuring safety and budgeting is discussed and new approaches required to create are considered, moving beyond "business as usual" with a strategic approach to infrastructure development. Julianna has a track record of commitment to the public with a strong skill set to see things get done. Her personal motto is "Planning, preparation & organization will lead to success."

Sea Level rises: North Bay Village and its challenges with sea level rise are a common theme in global conversations regarding climate change. In recent years, North Bay village had observed an increased frequency of urban flooding caused by higher high tides, elevated groundwater levels, and oversaturated soils. We need to look to our neighbours and work together on this initiative to tackle this daunting task. Currently, Miami Beach approach to sea level rise is multi-faceted. In addition to implementing public projects, the city is looking at policy changes that will spur adaptation on private property. City staff has worked closely with local developers and experts to review existing planning and zoning codes and to make adjustments as needed. Most recently, the City Commission is looking at raising base flood elevations for new construction and major reconstruction. Additionally, Public Works is evaluating strategies to raise the protective barriers along the city’s coasts. These code changes are anticipated to help the city slowly raise its built environment to a more resilient height.
